I’ve become aware that another student is not complying with the Campus Compact. What should I do?
Compliance with the public health requirements specified in the Student Compact is a shared responsibility. Each of us is accountable to everyone else. People may need reminders to wear a facial covering or provide adequate physical distancing from time to time. Any member of the community should feel empowered to provide that reminder in the moment as needed. For non-compliance that you cannot address with a reminder in the moment, you may bring a case to the Compact Review Panel for investigation and action.
Do I have to wear a mask the entire time I’m on campus?
You are required to wear a face covering any time you leave your place of residence, including when you are outdoors on campus.
Many programs and offices will provide facial coverings for students. However, you are encouraged to bring your own facial coverings with you when you come to campus.
What is PennOpen Pass? Do I have to use it?
PennOpen Pass is part of Penn’s strategy to reduce the risk of COVID-19 among the Penn community. The purpose of this tool is to:
- Identify individuals whose health may be at risk and/or may pose health risks to others due to COVID-19.
- To ensure that individuals at risk receive appropriate assistance and follow up, which may include COVID-19 testing, self-isolation, contact tracing, and/or medical care.
- To monitor trends related to COVID-19 to ensure timely allocation of resources for campus health and safety.
The entire community is healthier when PennOpen Pass is used daily—even on the days you’re NOT coming to campus.
I’m worried about my privacy using PennOpen Pass. Who sees the results?

What do I do if I feel sick?
If you have concerns about your health, fill out your daily PennOpen Pass for guidance. Additionally, you may reach out to Student Health (215-746-3535) to discuss your concerns with a medical provider via telehealth. They can give you medical advice as well as determine if an in-person appointment is necessary. To maintain the safety of all students and staff, and under CDC guidance, Student Health Service is NOT taking walk-in appointments. Please CALL FIRST: 215-746-3535. If SHS is closed, on-call providers are available for urgent telehealth consultations.
You should stay home and away from others to minimize opportunities to make others sick. Continue to wear a face covering if you must leave your home.
Depending on the nature of your illness, Student Health and/or Campus Health will work with you to determine when you should return to any in-person activities, including classes.
The usual policies and procedures around absences apply for both in-person and online classes. If you are sick and cannot participate in classes or finish assignments, notify your instructor via email or Canvas as soon as possible. Undergraduate students should use the Course Absence Report system to report absences for both online and in-person classes.
What is the University’s plan if there are cases on campus? Or a significant resurgence in Philadelphia?
There will be cases of COVID-19 on campus. We can mitigate them quickly by utilizing the safety measures outlined in the Student Compact: wear a mask or face covering, remain physically distance, use PennOpen Pass daily, stay home when sick, and participate actively in public health activities such as contact tracing, isolation, and quarantine.
Penn has a panel of public health experts who will be continuously reviewing the state of the disease on campus and in the local community, will be assessing trends, and will make any necessary adjustments in the academic schedule or student life directives based on this evidence.
Am I required to get a COVID test? When/how often? Will I have to pay?
In addition to the required gateway testing (day of arrival testing), all students living on campus and those living off-campus in Philadelphia are required to enroll in and participate in the Penn Cares screening testing program. There will be no charge to the student for testing done on campus.
PennOpen Pass will also identify students, staff, and faculty meeting the criteria symptomatic and exposure testing.
Are students required to get a flu shot?
Yes. Students on campus will be required to get a flu vaccine. More information can be found on the Student Health Service page.
What cleaning protocols are in place for campus buildings?
In addition to our Standard Operating Procedure, Penn maintains, cleans, and disinfects in accordance with CDC guidelines. We use a Hospital Grade Disinfectant when disinfecting buildings daily and have implemented a fluorescent marking system that allows us to verify cleaning techniques. We are also using electrostatic sprayers in athletic areas.
What will be required to get into buildings?
PennOpen Pass is a daily symptom checker to reduce the risk of COVID-19 to the Penn community. After enrollment, users complete a quick survey. If you have no symptoms and have not been in recent contact with someone who may have COVID-19, you get a Green PennOpen Pass to enter Penn buildings. If you have symptoms or a recent exposure to COVID-19, you will receive a Red PennOpen Pass and will be provided guidance on what to do next. Anyone who plans to enter campus buildings must have a Green PennOpen Pass.
Where can I hang out with my friends?
You must abide by public health guidelines at all times. You should minimize face to face contact with others and must maintain proper physical distancing at all times (at least 6 feet of separation) and must wear a facial covering whenever you leave your place of residence or are in physical proximity to other people (even in your place of residence).
Mealtimes remain the highest risk setting because it creates more respiratory secretions and your mask or facial covering is removed. It is essential students maintain physical distancing during all meals, both inside and out.
Will Penn Transit be operating?
Yes, Penn Transit will be operating, but you are encouraged to walk to your destination if you are able to do so since vehicles cannot and should not accommodate large numbers. Be sure to check PennRides on Request for schedules and wait times as they are likely to be longer than usual.
Travel and Guests
I normally commute to campus using public transportation. Will that be allowed?
Yes, students, staff, and faculty are permitted to commute to campus using public transportation. You must wear a facial covering and allow for adequate physical distancing on public transportation.
I normally commute to campus from outside of Philadelphia, or another state. Will that be allowed?
Yes, students, staff, and faculty are permitted to commute to campus from outside of Philadelphia. However, only come to campus for study or work as is necessary. You are encouraged to study and work remotely as much as possible.
I need to travel to conduct my research. Will that be allowed?
All domestic and international Penn-affiliated travel is currently suspended. Visit Travel Guidelines and Procedures for more information.
I would like to travel home to visit my family a few times during the semester. Will that be allowed?
Personal travel is strongly discouraged and should be undertaken only when absolutely necessary. Unnecessary social trips, whether outside of the Philadelphia area or within the city limits, do not comply with the Student Compact.
Students will commit to stay on or close to campus during the semester. Students should not plan to travel on the weekends.
If I do travel, will I be required to quarantine when I return to Philadelphia?
If it’s absolutely necessary for you to travel, you may be required to quarantine depending on where you’ve travelled. Quarantine requirements are imposed by the city and state regulations, not just Penn, and change often based on current spikes in infection rates.
Can I have guests in my on-campus residence?
No. Guests will not be permitted on campus.
Can I have overnight guests in my off-campus residence?
It is strongly discouraged to have guests visit.
Social Life and Recreation
Are student groups allowed to meet?
Students should participate virtually in student clubs, performing arts groups, intramural and club sports, and any other University-sponsored student life activity as much as possible and, when not virtual, must observe the physical distancing guidelines, facial covering and other COVID-19-related safety protocols adopted by the University.
Can I perform with my student group?
Yes, you may synchronously practice and perform with your performing arts group virtually whenever possible and must observe physical distancing and facial covering requirements if you are in-person.
What is going to happen if I go to a party?
There should not be any parties on or off campus. Any student who holds or attends a party is in violation of the Compact.
Will Pottruck and Fox Fitness Centers be open?
The Pottruck and Fox Fitness Centers will resume activity in a phased approach for operating hours, programs, and services. However, to comply with health standards, the facility capacity will be reduced to ensure appropriate physical distancing and reservations will be required.
Can I use Penn Park?
Penn Park walkways remain open during normal Park hours for walking and jogging with proper physical distancing measures. All athletic fields remain closed. Recreational use of the Franklin Field Track will be made available to the campus community as part of a phased reopening plan.
